Mix the Dry Ingredients

Whisk together the flour, cocoa powder, sugar, baking powder, and salt in a mixing bowl.

Combine with Wet Ingredients

Stir the milk, canola oil, and vanilla together. Then combine with the dry ingredients and add in chocolate chips.
